" Techno Economic Feasibility Study for setting a port at Colachel "
Client: The study was commissioned by Tamil Nadu Maritime Board (TNMB)
Challenge:
The port is being looked at from developing a container transshipment hub. The challenge was to establish the port viability as the initial volumes from the hinterland are low for a mainline vessel to call at the port.
i-maritime Proposition:
The client appreciated the growth spiraling proposition in which i-maritime suggested to develop a “twin-project” model where a larger facility for other cargo, with inherent demand, shall pump-prime the container terminal and once the transshipment volumes catch up they shall act as the growth engine for the port facilities. The feasibility of the proposition was examined at operational level in which the biggest issue of land acquisition was explored through an in-house framework and detailed analysis. Apart from above, the facility planning for the project was done and various PPP models were analyzed from the perspective of bidders, TNMB and the users to suggest the most suitable PPP model for developing the port infrastructure. The option of Viability Gap Funding was also explored and suitable recommendations were made in this respect.
