CPT plans to build floating dock- The Calcutta Port Trust is negotiating with Shipping Corporation of India to build a floating storage off-take (FSO) facility at Sandheads in the high sea to handle large oil tankers. The Rs.0.5 billion project to set up an all weather facility was mooted to be developed in collaboration with Indian Oil and SCI around two years back. While IOC committed to bring its oil cargo for refineries in Haldia and other parts of the Eastern region, SCI agreed to convert its only VLCC, M.T. Kanchan Jangha into the floating storage platform. Essar Shipping and GE Shipping had also shown interest in offering the storage vessels at a lower cost than SCI but backtracked in the final round. 

The Union Government is deeply concerned at the delay of different port projects in the country's major ports leading to huge cost overruns. Moreover the problem has been critical for projects funded by multilateral agencies such as Asian Development Bank or the World Bank. The problem starts right from the stage of selection and appointment of a consultant to the preparation of the detailed project report. In fact as per Calcutta Port Trust, it is much easier to emphasize the need for private sector participation in port projects than the actual implementation since it involves many critical issues like the concessional agreement with private sector promoters, determination of tariffs, workforce and above all the cultural environment which is required to be sorted out before any port could proceed in the matter of privatization.   

Increasing interest of several private firms enhance the prospects of Gopalpur port project, which involves setting up of an all-weather multipurpose port. The Chief Minister has formed a Cabinet sub-committee to consider the proposals of private parties to develop the port project. The selected private party would be required to implement the project on BOOST (build-own-operate-share and transfer) basis. 

Mormugao Port has registered 22% growth in traffic in October 2000. The growth was mainly on account of the increase in iron ore export. Total traffic during the first seven months of the current financial year 2000-01 has touched 8.3 million tonnes against 7.8 million tonnes handled during the same period last year. With the revival of demand for iron ore in major importing nations and a spurt in the import of industrial raw materials like coal, coke and iron ore pellets, traffic at the port is expected to register a significant growth during the current financial year. 

Visakhapatnam Port is set to emerge as India's leading port in terms of cargo throughput during this fiscal. The port handled a throughput of 26.1 million tonnes highest among all the major ports between April to October this fiscal, against 22.3 million tonnes in the corresponding period last year. 

Two sophisticated cranes have been inducted at Mumbai Port offering safe, clean, superior and cost effective cargo handling facilities and quicker turnaround time for ships. These cranes would enable the port to handle cargo efficiently and economically, especially for gearless vessels and would save in freight and foreign exchange for customers as well as the country.

News on Shipping

LNG shipping policy is likely to restrict the extent of LNG to be imported into India on Indian flags. The regulation of pipelines is expected shortly and there are chances of risks wherein the dedicated pipelines may be a common carrier.  Several interested parities in the LNG transportation business have already expressed their reservations following the government's move to regulate this sector. The move, according to them, would create lot of hurdles in view of past experiences with regulatory bodies.

News on Shipyards

The turnover norms for erstwhile shipyards has been relaxed by Petronet LNG for each of the last three financial years will be considered by Petronet LNG Limited for satisfying the financial criteria in respect of the restructured shipyards for building two LNG tankers of 1,38,000 cu.m. capacity each. The threshold criteria stipulated by Petronet for Shipyards include an annual turnover of more than US$150 million for the construction of one LNG tanker and US$300 million for building more than one LNG tanker, during each of the last three financial years.

News on Logistics

Visakhapatnam Port, NHAI in pact to develop Rs. 0.8 billion road project to link the port with National Highway 5. The new joint venture company would float tenders shortly for execution of the project as well for supervising the project execution. The port is planning to raise its shares of Rs.0.4 billion through debentures whereas the National Highways Authorities of India (NHAI) would raise the balance through a Rs.0.2 billion public issue and internal accruals.  

Meanwhile, NHAI is examining several options for improving the road connection between the port township and Cuttack and Bhubaneswar.  NHAI is considering two options for developing the road conditions including widening the existing roads or constructing a new one that has become inevitable in view of the projected increase in traffic to the Paradip port. 

Dynamic Logistics has tied up with LCL Operators in Mumbai to provide importers and exporters of the region the facilities of consolidating their cargo at its inland container depot in Pune. The LCL cargo will be moved to the hub at Dronagiri and Nhava Sheva and would be re-worked there for its destination port. Presently all LCL movement is being routed through JNPT, where re-working takes place at international trans-shipment points like Singapore, Dubai, Colombo. The tie-up is expected to reduce the time and downsize the costs for the exporters of the region. With these additions the LCL consolidators would be able to rework the cargo themselves at the Navi-Mumbai node and route this cargo directly to the port of destination.

Meanwhile, Dynamic Logistics has set up a fully integrated air cargo complex at their ICD in Pune for air cargo exports and imports this would enable Dynamic to send customs sealed cargo container from Pune to Sahara Air-cargo complex at Mumbai. 

Concor announces the introduction of 'Conraj' train service between JNPT and Mulund. The transit time on JNPT - Mulund route is expected to be reduced to about 6 hours with the introduction of the high-speed wagons. The new train would have the capacity to clear 90 TEUs at one trip.
